The Keystone Internet Coalition (KIC) is a statewide coalition of non-profits, agencies, and individuals dedicated to achieving digital equity across Pennsylvania. KIC works to eliminate the digital divide by ensuring every home, farm, and business in the state has access to fast, reliable, and affordable internet, proper digital devices, and essential digital inclusion support.
KIC Priorities
- Policy Education: Educating state and federal policymakers on critical broadband and digital opportunity issues.
- Long-Term State Funding: Advocating for a permanent, well-funded state office to lead broadband initiatives beyond short-term federal investment windows.
- Affordability: Ensuring internet service remains affordable for all residents, particularly following the end of the Affordable Connectivity Program (ACP).
- Community-Led Planning: Promoting community-led and practitioner-informed planning and implementation processes for infrastructure projects.
- Public Oversight: Providing oversight and feedback to guarantee that public funds are effectively used to serve the public good.

- Legislative Advocacy & Impact: Participate in direct legislative work with elected officials and engage in policy initiatives, including legislative hearings and statewide broadband advocacy.
- Peer Learning & Collaboration: Engage in dedicated Communities of Practice, including a Digital Equity Devices Cohort and a Digital Navigator Working Group, to share best practices, tools, and technical assistance.
- Resource & Information Sharing: Stay informed on state and federal funding opportunities, regulatory changes, and local implementation strategies.
